Dear fiends, ladies and gentlemen, good morning:
There is a wonderful song for children which lyrics goes like this: “Lord, we don’t need additional land, plains and mountains, we have lots of them. We do not need more seas and meadows, there are enough of them. What we need is love – much love…”
In my years of living among the poor people, I have seen the veracity of these statements.
Of a truth, we do not lack land, we do not lack farms. We are not poor of resources. We have plenty of vast plains and fertile valleys – but our ancestors were persuaded by greedy and crafty priests at deathbed to donate them to the Church in exchange of heaven or in the name of charity which did not and do not benefit the poor, its supposed beneficiary, but only the priests who lived and still live in luxury and vices while the poor masses of heirs wallowed in poverty due to landlessness!
We have plenty of fertile plains and fat valleys now owned by a few who are the mighty and great. They used the military or the tactic of militarization to drive away our ancestors upland or to the mountains and thick forests, so they could grab the plain and valleys. In Mindanao, they still do! They also use the law or legal system of the land, such as the production of Land Title for a land they want but never had any right before!
In this manner, they grab the land.
In this manner, they had driven the poor to the mountains and forests. Furthermore, they cut the forests because of their greed for profit and further turned these mountains turned farms into denuded, eroded wilderness. And so, we could no longer survive in this condition.
They blamed population. And they blamed loss of fertility of the land. And they blame lack of land.
Of a truth, they intensify their accusation against growing population because they are afraid that a doubling or tripling population would intensify hunger in the land and would endanger their possessions being grabbed or taken back by a revolting hungry people. They are now facing a fearsome scenario of being robbed of what they stole.
Now that the CARP Law has failed in its aim to return to the people the land possessed by the rich, the other option is revolution. This is becoming closer to reality as the population of the poor grows faster than ever! Robbery, theft or kidnap-for-ransom are simply acts of the poor to take back by force what were taken from them by these rich men in a crafty and covetous manner contrary to the law of love taught by Christ.
Karma works. What they sowed they would reap. With what measure we used to others, it would be measured back to us. What we did to others would be done to us. Like a boomerang, you cant’ avoid it coming – returning!
We have vast oceans but they are fished only by the rich. The government which they controlled has seen to it that the people would not have the means to fish the deep sea; they alone must harvest the riches of the oceans. By their laws and systems and by depriving the people of the share of the taxes from buying appropriate fishing equipment, the vast oceans have remained a big AQUARIUM to the poor people.
Adding injury to injury, the newer law has made the shallow seas (e.g., 15-kilometer long from the seashore) into fish sanctuary. In the positive side, there has been a pleasant substantial increase in the number and sizes of fishes. But the problem is this: we, the poor marginal fishermen, grow fish in our fish sanctuary only to be harvested by the rich through their strong lights which magnet the fish in the sanctuary to their big boats stationed in the 15-km. boundary and into their fishing nets! In short, the poor are nursing fishes to be caught and harvested by the rich. This is the negative part: like the vast ocean, the shallow sea turned fish sanctuary has become an aquarium – a second aquarium - to the poor fishers; they are mere spectators while the rich harvest them.
Why? Why an aquarium? And why mere spectators? Because the poor do not have the capital or means to buy proper fishing equipment to join in the harvest. There has been the pork barrel from the National Government and the 20% Development Fund of the local governments – all of these are part of the people’s taxes – these portions are aimed for ‘development’ purposes – but sad to say, only the pocket and stomach of these officials ‘developed’ – first into balloons, and by curse, into cancer and gangrene, as they continue to oppress and deprive the people!
Some of the people – read: the Badjaos in particular – opted to beg in the cities. And when the people run out of means to address their hunger, resort to illegal, harmful-to-the-environment methods, they are quickly apprehended!
Some lawmakers say the implementation of the law must be intensified. I beg to disagree. We do not need more laws; and we do not need their implementation. We do not even need many of the existing laws which do not contain mercy. What we need is love – much more love. And we need it urgently.
We do not need laws; we need love. First, the godly grateful love which the Father wants us to give to Him via His poor children, our spiritual brothers. Second, the brotherly and neighborly love mandated by the law “You shall love your neighbor as yourself.” This is what we lack.
What we lack is love. Do not deprive the poor fishermen of their tax (e.g., pork barrel, the 20% Development Fund, etc.) and use it to buy them complete fishing equipment and then, there will be no more violators! There will be no more beggars. There will be no more poor.
We do not lack natural resources; we have plenty of them. What we need is to get rid of plenty of greed and covetousness from our hearts and replace them with love to distribute wealth equitably. Let the landowners return to the people the vast plain and fertile valleys they grabbed from these poor people’s ancestors, and there will be land for the landless, and no more poor - no more beggar!
That is the message of the popular children’s song.
When Jesus was around two years old, He told his audience, “The Law [in its written form] has in fact remained – but love has long since died out.”[1]
It was one of Jesus’ grave concerns about the end, which is now: “Love will wax cold.”
And so He charged His disciples: “Do not be lukewarm nor cold. Be hot.” “Love one another as I have loved you.”
Love solves many problems. Love prevents crimes. In one occasion, Jesus told His disciples: “In the beginning, there were no thieves and murderers, nor kidnapper-for-ransom. But when at first some few men began to be greedy and deprived others of what are due to them, many slowly became landless and poor. Then, as poor, they became beggars. Had the hard-hearted wives as well as the merciless children of these rich men given what the beggars asked for, the beggars might return and became irritants, but not one of them would become thieves and murderers. But because of the hardness of heart, and lack of mercy, these former beggars became heinous thieves and when forced by circumstance, merciless murderers. The kidnappers-for-ransom and the thieves are merely taking back what those rich stole from them and their ancestors!
And yes, there is a solution to this irritant called beggary. Find for the beggars worthy jobs that could give them both income and self-esteem and you would see no more beggars nor be bothered by them! Crimes would not have been around had mercy been around. Beggary would be addressed by compassion.
In the nation, the Comprehensive Agrarian Reform Law which (CARL) was supposed to give land to the landless tenants, by distributing excess lands of the rich, failed in this mission. How? How did it fail? The lawmakers who were friends of big landlords or were big landlords themselves placed a loophole in the law, by stating that a tract of land can be exempted from distribution and so remained property of the rich, if it is converted from agricultural to commercial or industrial use or made to undergo crop conversion, e.g., palm oil plantation!?
And so the big landowners hastened to convert their agricultural lands! And so they circumvented the intent of the law.
God is the Creator and therefore the Owner of the things He created, land included. What is His Law? His Law is the Law of Love: “You shall love Jehovah, the eternal Father, your God above all and your neighbor as yourself.”
What does this mean with regards to the land? He said, “From God’s point of view, the whole Earth belongs to all men in equal measure, as this was the case in the beginning. Wise men should divide it according to the need of the people and should teach them to cultivate it…”[2] To the early Chinese and Japanese patriarchs He said the same: “The land belongs equally to all without distinction. Of what the soil will yield in abundance, let the needy one take enough to satisfy his hunger, and let the strong willingly gather for the weak.”[3]
"And finally: As it is here, you shall also there not regard anything as your property, but as the property of God. And the one who might claim a right and say: ‘This blade of grass belongs to me!' will be promptly punished by God with blindness so that in the future he will never again be able to pick up a fruit from the ground, but will have to learn to subsist throughout his lifetime on the love of God and his brothers [e.g., become landless and beggar in his later part of life or next incarnation].”[4]
To the new nation of Israel, God commanded Joshua to divide Canaan among the 12 tribes[5] and subsequently ordained that the land may be sold under certain circumstances such as poverty but not forever[6]; after 50 years or at Jubilee, it shall be returned to the surviving heirs of the original tribe[7]. Also, relatives of a poor man were instructed to help him redeemed (buy back) his land whenever possible before the 50th year comes.[8]
There is to ensure that no poor shall remain in the land.[9] That every poor would be helped get out of poverty.
In order to make sure that there would be enough and there would be no covetousness and land grabbing, God taught men the following law of self-control or moderation:
"Although the Lord always gives more than a person needs to sustain his life, you shall never be excessive in all your enjoyments, but after the will of God for the sake of your health moderate in everything you do and enjoy. For thus speaks the Lord: 'A proper measure and a proper goal be blessed, but excess be cursed, and damned be the aimless ways on which only harlotry and unchastely shall walk and find there the night of perdition and eternal death!”[10]
THE LOVELESS IPR LAW
The Intellectual Property Rights (IPR) Law provides originators and inventors and above all, the businessmen, protection while intending to destroy the imitator or counterfeiter.
This is a law pushed by advanced nations like the U.S., Japan and Germany in order to protect their inventors and companies that market these inventions or products. But does anyone know that these now advanced nations were former counterfeiters? Does anyone know that it was their act or practice of counterfeiting and stealing trade secret – or say, free imitation of the inventions and technology of others – that made their men good inventors and innovators? Does anyone know that it was copying, usually ‘illegal’ in today’s laws, that made these nations great?
Now, they come to ban their former act! But the Lord who wants progress and equality be spread, said of knowledge, “Freely you had received, freely give.”[11] The products made out of the knowledge may be for sale, but the knowledge or technology about how these products are made, is, according to Christ, the owner of all good ideas, free for all.
If the IPR Law were with love, then, this world would be progressive, and not just one or two nations, while the vast majority of the nations, wallowed in severe poverty. China protects her own counterfeiters; in the Philippines, the Governemnt-DTI accompanies Levi’s et. al. in raids and promote her provincial director who successfully coordinated the raid! The government should stop being connivance to foreign interests, be more on nurturing and be first shepherding to her people until all counterfeiters could pass and graduate from the illegal stage.
LOCAL LAWS THAT ARE DEVOID OF LOVE
The public market stall rent, which abruptly increased from only P85.00 a month to P 800.00 or in some cases, P1,000.00 a month, is that an act of love – or is that a law of love – especially in the face of slowing business? I don’t think so!
Again, the laws of the seas that have ordered the following:
· that the shallow seas be converted into fish sanctuary to grow fish only the rich could harvest;
· that the poor fishermen be deprived of their due from the government funds (their own taxes) and so they could not have appropriate fishing equipment;
· and that, at the same time, these marginal fishermen be prohibited from fishing in these shallow areas where they formerly freely fished;
· while, again, there is the general law of greed that drives officials to steal government funds and to deprive the poor of their due in the people’s taxes; thus, they could not have the funding to buy appropriate fishing equipment. Result: these poor fishermen choose either not to fish or to use affordable means which are often considered illegal, such as the use of tobli, dos-dos, small-eyed nets, etc.
· at the same time punishing those who resort to these prohibited illegal methods of fishing;
· If these poor fishermen could not have the help to acquire equipment for ‘legal’ fishing, and if they are also prosecuted if they resort to ‘illegal’ fishing, what is left for them except that the shallow seas have also become to them a big aquarium like the vast oceans has been to them ever since and they as mere helpless spectators, salivating in envy and hunger!?
· Does anyone comprehend that this fish sanctuary serves the big boats of the rich that stand by the 15th km boundary to magnet the abundant and large fishes inside the fish sanctuary? Anyone understands that we are merely nursing fishes in our fish sanctuary only to be sipped by powerful light of the rich man’s boats?
What a loveless law!
GOD’S WARNING TO THE LOVELESS LAWMAKERS OF THIS WORLD
God the Almighty King has a warning against lawmakers who made laws without love. He said, “Tell the ministers and lords [i.e., officials] of the world frankly and truthfully that their offices do not rank higher than the offices in My kingdom. Soon I will destroy every office that is against Me. Woe to its servants!
“For I am the Most High, My law is eternal as am I and shall remain so in eternity. The moths, which are endeavoring to nibble at My law and make new laws from their dirt in order to eradicate My law, the latter will crush with all its weight and destroy them as though they bad never existed.
“Everyone who offends against My laws can be forgiven when he changes his ways, recognizes his mistakes, repents, turns to Me and remains in Me and I in him. But the One who tries to undermine My law shall be crushed by it, and he shall cease to exist forever.
“All the worldly laws undermine My commands, unless men who are instructed by My Spirit give them out of My love.
“Woe upon the tyrants and despots who rule because of the might and authority of their thrones. For when their measure is full, they shall experience the power of the weak. The ground is Mine and the field is Mine. This tells you the True One, the Eternal God of Love and Wisdom, and He makes it known through [a man considered] a fool to the worldly wise. Amen. I, Jehovah. Amen.”[12]
God is against the lawmakers who make laws to undermine His Law. Their punishments are impending.
He also said that only the laws made by those who love Him and His children and are instructed by His Spirit will make laws (ordinances) that do not undermine, rather, implement His Law of Love.
MY INTENTION
This is my intention – my goal – my main platform - my mission – for running as lawmaker of this town and of this country: I WILL MAKE ORDINANCES THAT WILL IMPLEMENT GOD’S LAW OF LOVE. These ordinances shall serve as IRRs or Implementing Rules and Regulations of God’s great Law of Love.
We will put love into our laws, and remove those greed-motivated laws which do not fit in the framework of God’s all-encompassing love.
For God’s intention for the law is that it is to be of the heart, that is, based on and out of love: “God has indeed given the Law but only for the heart [that is, for love, out of love] and not the [perverted] wisdom of the world [which is based on selfishness and greed]. Moses himself based the entire Law on love to God!... For a law in which there is no more love is useless, and he who keeps it without love is a dead slave thereto. That is why I prefer a pagan and a free sinner to a dead [loveless] and bound slave to the Law.”[13]
I will follow Moses: He based the entire Law on the love to God!
This is my main platform as a lawmaker in our town.
Therefore:
· LOVE SHALL BE ADDED TO THE BEGGARS SO THAT THEY SHALL BE ‘GIVEN FISH’, as a famous Chinese saying has it, to address their present hunger, AND ABOVE ALL, ‘TO BE TAUGHT HOW TO FISH’ to address their long-term poverty. This means that: We shall give to the beggars food and then, jobs! And then, not one of them shall become thieves and murderers and then none of them shall remain a beggar anymore but useful and productive citizens esteemed as useful brothers and treated as co-equals by all.
· We shall implement God’s true land reform. “From God’s point of view, the whole Earth belongs to all men in equal measure, as this was the case in the beginning. Wise men should divide it according to the need of the people and should teach them to cultivate it…”[14] “The land belongs equally to all without distinction. Of what the soil will yield in abundance, let the needy one take enough to satisfy his hunger, and let the strong willingly gather for the weak.”[15] “The land shall not be sold permanently, because THE LAND IS MINE AND YOU ARE BUT ALIENS AND MY TENANTS.”[16] We are mere managers or stewards, not the owners. So let us stop thinking and acting like owners.
What is the Lord Jesus Christ’s charge to His disciples? “Therefore, you, rich and mighty, you should be true friends regarding your poor brothers and sisters, and show them love. Feed the hungry, quench the thirsty, clothe the naked, comfort the sad ones and free the prisoners who by your greediness are unnecessary pining away in the dungeons of their bodies by your power and your laws, but even more so in the dungeons of the night of their soul. Go and free them, then I will free you from the power of death and judgment.
“Be in the future only My manager with your earthly goods, then in return I will give you eternal life, for I have the power for it and can give it to whom I want. With the same measure with which you will mete, you also will be meted by Me.
“Now you have found the truth in Me. Therefore, make it also as your own, then you will live, and the death of matter will no more make you think that you are mortal human beings, but from now on immortality will remain to be part of you.’”[17]
· LOVE SHALL BE PUT ON THE LOVELESS IPR LAW. The Law shall be amended and the following provision shall be added, to wit: “Violators and counterfeiters shall be assisted by the government and other agencies until they become legal whatever that means, e.g., have their own brands, or become subcontractors of brand, etc.” Not only shall the Intellectual Property Rights (IPR) Law provide protection to the originators, inventors and their businessmen, but also protection to the imitators or counterfeiters until they graduate from such state. "And finally: As it is here, you shall also there not regard anything as your property, but as the property of God. And the one who might claim a right and say: ‘This blade of grass belongs to me!' [NOTE: PATENTING IS AGAINST GOD’S WILL!] will be promptly punished by God with blindness so that in the future he will never again be able to pick up a fruit from the ground, but will have to learn to subsist throughout his lifetime on the love of God and his brothers [e.g., become landless and beggar in his later part of life or next incarnation].”[18]
I shall pass an ordinance to implement the Lord’s will who wants progress and equality be spread, providing for the free flow and free access of knowledge, “Freely you had received, freely give.”[19] The products made out of the knowledge may be for sale, but the knowledge or technology about how these products are made, is, according to Christ, the owner of all good ideas, free for all. If the IPR Law were with love, then, this world would be progressive, and not just one or two nations, while the vast majority of the nations, wallowed in severe poverty.
· WE SHALL ADD LOVE TO LOCAL LAWS DEVOID OF LOVE
o The public market stall rent, which abruptly increased from only P85.00 a month to P 800.00 or in some cases, P1,000.00 a month shall be reduced to P400.00 or less.
o The laws of the seas shall be amended to provide for free or affordable fishing equipment for the poor so they can join in the harvest of both ‘aquariums’, the shallow seas and the deep seas! Then, there shall be no more poor fishermen, no more mere spectators, no more aquarium and no more violators! And that is all because of GOD’S LOVE IN OUR HEARTS!
o These shall be done to all local laws, as it shall be with all national laws.
“LORD, WE HAVE HAD EVERYTHING. ONLY LOVE IS LACKING. AND SO WE WILL PUT LOVE IN IT.”

“Ang ikatulo nga rason nganong wala mangatuman ang mga panaad sa atong mga politico mao kini: WALA SILA’Y IDEA O PAMAAGI UNSAON PAGTUMAN SA ILANG SAAD O UNSAON PAGKAB-OT SA ILANG DAMGO PARA SA KATAWHAN.
Kining bahina mao ang nakulang sa kaalam sa atong mga katawhan: ang pagkawalay idea unsaon. Ang unang bahin sa kaalam mao ang maayong damgo o destinasyon (dream, vision, goal, aim, purpose). So, tanang katawhan nahisama ang general nga mga damgo, sama sa: kalinaw, kalipay, kagawasan, kaluwasan, kinabuhing dayon.
Mao kana ang unang bahin sa kaalam. Makaplagan o mabati kana sa KASING-KASING ug malarawan sa PANGISIP. May kulang pa kana: ang PAAGI
Ang kaalam dili damgo o katuyuan lang. Ang kaalam agianan usab o plano o paagi, dili lang destinasyon, kundili kalsada ug mapa usab (road map); dili lang drawing (blueprint) sa balay kundili detalyeng plano usab. Dili magsilbi kun magsigi lang tag ingon “Livelihood” unya wala tay klarong idea unsaon kini pagpatuman. Mao kanay hinungdan ngano ang mga tawo nag-ingon na karon: “Livelihood lagi, pero unsaon man. Sigi ra mag saad.” Ang uban nagkanayon, “Livelihood pero perming palpak, dili kasaligan.”

Busa ang lalaki gayud ang hatagan sa tanang klaseng tabang sama sa pag-hulma ug maayong batasan sa pagtrabaho (good work ethics) ug batasang pangrelasyon (general character), skills training, mas maayo ug kompletong mga gamit (better and complete work tools and equipment), etc. If the character, skills and consequently, salary of the man of the house increase, then, the burden of the wife would decrease and their and their children’s happiness would increase.
· Isunod ang livelihood usually sa asawa o pamilya. Kinahanglan nga dili na livelihood nga tumba-tumba, kun pagbuhi ug mga baboy nga alkasiya ug sira-sira, meaning: dili kasaligan nga mo-augment sa income sa pamilya. PROBLEM: *Expensive *Does not prevent *Cure approach encourages infringement of health laws due to false assurance of being able to get escape from the bad consequences
CAUSE/S: *Greed – the more violation to health laws by ignorance etc., the more sickness, the greater the income *Lust – the cure system appeals to the people: they can go on breaking the laws that govern health, anyway, they can avoid or do away with the consequences!

I oppose the increase of local and national tax rates like EVAT and RVAT. Too much local tax shall be reduced to its fair lesser amount. I will promote the strategy of increasing the amount of taxes by first increasing the income of the people. Even if you keep the tax rate of say, 10% as is, you will nevertheless get bigger taxes when the wages or income of Mr. A increases from P 120.00 to P 180.00 and the profits of the MCSMEs grew from P 100,000.00 to P 200,000.00 for example. BY INCREASING THEIR INCOME, TAXPAYERS WILL MORE HAPPILY PAY THEIR TAXES. Heavy and burdensome is it for the people to pay increased tax rate without corresponding increase of income but decreased value of their money (inflation).

I move to shift the use and focus of the Congressional Fund (pork barrel), 20% Development Fund (around P8,000,000.00 a year) of the Municipality from CONCRETE INFRASTRUCTURE projects to HUMAN DEVELOPMENT, LIVELIHOOD and other projects and programs which can generate employment and increase the income of our workers and families and increase the profits of our businessmen. Fifteen (15) years of projects of roads and bridges have laid down the necessary part of the whole foundation for development, but REAL DEVELOPMENT IS YET TO HAPPEN! The move towards hands-on and effective education, job skills training, better exposure and experience, equipping of tools and machineries, broader marketing of our products, skills and services, restoration of our seas and land (agriculture), support to our industries – these are the long-neglected tasks of the government needed to effect an increase of income and quality of life among our people. The pork and the 20% DF must be redirect to real Development projects and programs.

The return to Organic Farming will (1) do away with neck-high expenses on inorganic fertilizers and pesticides, (2) stop the formation of carcinogens (cancer-causing substances derived from chemicals such as those ones in fertilizers and pesticides), (3) reduce the cases of women’s diseases: breast cancer (No. 1 among women), cervical cancer (No. 2 among women), sterility, (4) spare our children from not being born because of their mother’s sterile womb, debilitating deformities, and early child cancers due to these substances, (5) surge of farm yield from 120 sacks of rice per hectare to 240 to 360 sacks per hectare, (6) restoration of natural nutrients in rice, corn and other grains, vegetables and fruits; (7) the list of economic, physical, mental, emotional, social and spiritual benefits does not end…

The production of organic fertilizers will solve the lost fertility of the soil, but will not restore lost soil nor prevent massive and fast soil erosion in the upper slope barangays starting with parts of Tontonan to Taytay to Cabadug to Cabug/Canmanoc to Cogon Sur/Tiwi/Tan-awan to Badbad Occidental/Agsoso to Badbad Oriental/Quinubcuban to Ticugan/Tubodacu/Bugho and many other upper barangays on the other side of the Moalong River, such as Biasong, Canhangdon Occ., 2 Cantam-ises, Cansuaguit/Candaigan, Nueva Vida, Bahi, 3 Bagacays, Panangquilon, etc. as well as those in Sandingan and Cabilao wherever farm terraces are possible. If bulldozer and backhoe are unaffordable, Bayanihan [volunteer manpower] at least cost can do magic. Here’s how: LGU money will be spent only for the purchase of cement and ‘snacks & meals’ in constructing strong stone ‘parils’ [strong enough to last centuries], and high enough to allow soil refills. Volunteer all-barangay bayanihan will do the following tasks: clearing of stones, construction of stone wall, and periodic removal of small stones emerging after every rainfall. It will be nature, that is, the rainwater, which will cause the soil to level; continuous composting and soil refill; such other tasks necessary. This project will proceed from one field to another until all fields are done. This farm terraces shall be our lasting legacy to our future generations like what our ancestors did with the Banawe Rice Terraces – manually! Nothing is impossible especially with today’s machines. [Of course, without love, everything, even to help an old woman carry her load, is impossible!] These farm stone terraces shall be supplemented by Ipil-ipil and Madre de cacao trees which leaves are known to be best natural soil fertility restorer. Compost cannot restore the massive soil lost due to erosion or rain-washout. Farm terracing of whatever method is a MUST so we can (1) prevent further erosion; and (2) be able to get back the lost soil from the deep valleys and use them to refill the new vacant terraces. If this is not enough or possible, we will buy soil from far places. Or as someone says, we can siphon the silt in the shallow part of the seas and rivers back to our fields; these silts were our topsoil from our mountains. This farm terraces coupled by compost farming will allow for a maximum yield of our crops, e.g., each corn plant will be able to carry 5 up to 10 ears, instead of the present 1 to 2 ears only.
